Off Load Pilot to Begin at Fort Erie, Ontario in Mid-January

The Canada Border Services Agency (CBSA - formerly the Customs arm of the Canada Customs and Revenue Agency) will be commencing an off-loading pilot project at Fort Erie, Ontario beginning in mid January. Under the pilot, the responsibility for unloading trucks will be transferred to a designated service provider.

Attached is a PDF copy of CBSA’s offload policy, along with policy guidelines that carriers and the designated offload service providers must adhere to. Since this is a national issue, the Canadian Trucking Alliance (CTA) will be handling communication between the industry and CBSA. Carriers are encouraged to comment on the offload policy and guidelines, as well as to provide any feedback to OTA should they experience any issues with the pilot once it commences at Fort Erie. Feedback provided to OTA will then be forwarded to the CTA for further discussion with CBSA.

One of the major concerns that OTA voiced upon being made aware of the offload pilot was the fee structure associated with offload services, however despite numerous requests a fee schedule has yet to be presented. As soon as fee schedule information is made available, OTA will communicate this to the industry.
